Ms Evangeline Lin founded Luminis Insights Pte. Ltd. to advise businesses and
organizations on understanding the changing geopolitical environment and its
impact, and in developing strategy and building relationships against this
backdrop. Premised on over two decades in the Singapore public service (in the
Ministry of Transport and Maritime and Port Authority of Singapore), her special
expertise is in transport (spanning all modes, air, sea, and land), logistics, and
security in the international sphere. Ms Lin has advised ministers and senior
policy makers, and has proven expertise in stakeholder engagement from the
highest political levels to ground operations. With a track record in cross-cultural

and communications, she has led teams to deliver outcomes in line with wider
strategic organizational objectives in complex and dynamic contexts.
Since founding Luminis Insights Pte. Ltd., Ms Lin has consulted for DGA-Albright Stonebridge Group to provide strategic policy analysis and advice, and carry out engagements on the client’s behalf of relevant stakeholders such as governments and multilateral organizations, e.g., ASEAN and United Nations agencies. Clients include a leading Singapore-headquartered transport operator and a major international non-governmental organization.
Ms Lin read Philosophy, Politics, and Economics at Brasenose College, University of Oxford, and was conferred the Public Administration Medal (Bronze) under Singapore’s National Day Awards in 2017. She continues to contribute to the cultural life of her native Singapore in choral music.
